The inbound was after an out-of-bounds, not a made basket, therefore, it is a spot inbound. If Scoot Henderson had scored the layup, Josh Hart would have been allowed to run the baseline. See Section III of Rule 10 in the 2024-2025 NBA rulebook.

Edit: The video mentions a lane violation, which is incorrect. Lane violations occur on free throw attempts when a player crosses into the painted area before the ball is released or if the shooter and players outside of the three-point line cross their respective boundaries before the ball hits the rim. (See Section I of Rule 9)

I believe it’s technically considered a traveling violation, if I’m not mistaken. Played college ball 20 years ago.
Player can only run the baseline OB off made basket by opposing team.
