Ok i see that the people here underestimate Lady because capcom sexualized her. Just because you are hot it doesn't mean you are weak . It’s hard to tell. We never got to see Dimitrescu’s full power in her final form because the poisoned dagger weakened her. As for Heisenberg, he nerfed himself with his final form. He easily subdued Ethan in his base form, but loses once he becomes a big metal boi.

Honestly, the fight between the two is highly dependent on their surroundings. Heisenberg crushes Alcina anywhere there's loose metal to send flying at her. But in an open field, both stripped of weapons, Alcina guts Heisenberg.

It's not as cut and dry as people think.
Lady D's transformation was not only still insanely strong as it was casually crashing through the tower and causing massive destruction from it's attacks but compared to Heisenberg's its massively more mobile and would be able to move around faster. Keep in mind this is while she was fighting a poison specifically designed to kill her and it ultimately did in the end as it weakened her defenses and was tearing her apart from the inside assisting Ethan.
(Note: The poison only make the mutation uncontrollable meaning she could have transformed into it at will and had her invulnerable healing factor as well as far more power)
Although not packing as strong a punch then strength of Heisenberg's form is very close but his real helping factor here would be the floating metal and debree he can control and swing around himself to fight her.
In this way i feel it evens out and could go either way for each of them.
