Uper say exams b English mei hon gay jin mei Qabliyat English hai, yani aap nay Essay, English Composition Exams daina hai lekin English nai sai to fail hai 50/60% aur us qoam pay English mei exams daiy k pass hona hai jidr majority ko English nahi ati. You can't blame CSS exam, every country has Competitive exams like CSS .At least from CSS the pick and choose culture is very much controlled, other vise there will be millions of applications for one seat and that seat will also occupy by family member or friend of former employ .Yes there are some flaws but you can't say this is useless .
