Something similar can be found in hardware stores. Depends on where you are in the world, but some brand will be selling liquid fake sandstone to make your cheap mailbox look fancy. I paid 28 Australian dollaridoos for 1kg of the stuff and there's enough there to pass down to my grandkids. Takes hours to dry like this stuff but the finish is amazing.

Tile adhesive is decent cheap texture paste. You can't beat £20 for 15kg.

This stuff works well been using it for years, but be aware on bigger plastic bases it contracts a little when dried and can cause bases to warp out of shape

My personal favorite texture paste is sand, paint, wood/PVA glue and bigger sand mixed together. Works wonders and is a great solution for lazy basers like me

My stateside brothers that are new to the hobby, I promise you will have great results with Michaels paint selections.
I have a love gate relationship with GW especially their insane paint prices.

I used the material for the base of my centre piece of my next army and it looks great, I do honestly recommend it if you are painting a model before sticking it to the base
