It's really beautiful visually.
But perhaps what cities lack is ambient noise. Like crowd noise. Dialogue of NPCs chatting with each other. Not throughout the city but in certain places. Which would bring some life to the area.

I think the mapping is a little to spread out and that’s what makes the game feel empty, if they bring everything closer together it may feel better
