(EDIT: Made a mistake while editing, run actually starts at 2:29)
almost perfect

Found out how Fraud works! It turns out Fraud activates approximately 2 minutes after a player spawns in, but if that player dies, Fraud gets stuck. I also used an alternate route in Maze 2, which is slower under normal means. However, it allows you to be chased by Fraud two times instead of one, which I believe is faster by around 7 seconds.
Some things to look out for is that you should avoid shooting the core of The Last Hurdle, as that doesn't do damage to the boss. The hex code can also be decoded very fast, by taking the last set of numbers from the first line and the second to last set of numbers, then translating them. Morse numbers are also quite easy to decode once you realize the patterns; when the beeps go from long to short or vice-versa, you can already know what number it corresponds to by taking the previous number of beeps (this applies to decoding them manually). Fraud always spawns in the hallway on the left from where I spawned as well.
I do believe this run can be brought down even more with the development of new strategies, like the possibility of an even better route for Maze 2. Memorizing hex numbers and morse numbers can also help in saving time. Some other things that I thought about that really didn't seem like working was using the quickest spawn point to the end of Maze 1, while waiting longer so you'll meet Fraud near the end. The problem with this though is that Fraud does not travel as close as it was at the end of Maze 1 on its own, making it easier for Fraud to lose track of you when you are chased in Maze 2. You could suppress this by waiting for Fraud to get closer when he starts chasing you, meaning this actually could be a viable strategy. You can also occasionally hear the morse code when you begin the run, so you can already have the second to last code before the run even begins. I found this to be too much trouble though, as you have also have to get a specific spawn point for the run, making it even more time consuming to even start playing the game. It's also quite difficult to hear the code in full, as if you mess up even once or miss part of it, you won't be able to hear the code again as it doesn't loop. Another possible strategy that ended up being shot down was using the Maze 2 Disco Room as a faster way to enter Maze 3. Unfortunately, the base64 code is randomly generated, unlike previous versions of the game, making it much harder to use in an efficient way. Maybe it could work though, because a specific part of the code is all that matters, but I don't think base64 can be decoded similar to the hex code before The Last Hurdle in order for it to be actually usable.
The new WR used faster routes on Maze 1 and 2, so that proves there is more time to be saved. Maybe I could attempt some new runs if any other strategies end up working, but I'm focusing on other things currently, so I likely won't run this game anymore for quite some time.
