A new statue of Josef Stalin has been erected in the city of Lipetsk -- the latest example of the gradual rehabilitation of the Soviet leader's legacy in Russia. Some Russians are furious that the crimes of the Stalin era are being whitewashed by current officials, but others are eager to claim the dictator as a national hero. (RFE/RL's Current Time program)

This is pretty much normal for historical figures. Think of someone like Napoleon. How is he viewed now? Generally neutral if not leaning positive. Back in the late 19th century and early 20th century he was viewed the way Hitler was/is in the late 20th century and early 21st century. Even now Hitler's legacy has been looked at more objectively, and the common consensus on him is very different than when I was a kid. Same goes for people like Mao too. Over time Stalin will be viewed in the sense Napoleon is now. The ones who truly keep their "evil" status throughout time are really only hands-on brutal ones (Like Vlad Dracul), not the ones who caused mass death due to policies.

People tend to forget that Stalin actually turned the tides in WW2 (The Great Patriotic War). Russia/USSR was the first of allies to make the Nazis bend significantly. And let's also not forget that between 20-27 million USSR soldiers gave their life, so that we could live in a world without Nazi/Japanese fascist rule. Even the west was singing Stalin's praises during those times. It was only after 1945 that the west started to demonize the USSR more significantly. Nice friends. So I think the positive side is what Russia is looking at here. No one is denying he did some effed up stuff. Plus he is the founder of the country as well. So.
