The oil on the surface is a build up of proteins in the water. Its not a problem you are most likely seeing it when you do a water change because you are raising the level and there may not be as much water surface agitation. I see this when I raise the level too high in my frog tank and the filter isnt moving around as much water. I hope this helps. :)

its calcium deposit on your water in your turtle tank put a air stone in your tank and that will solve the problem u need more surface movement

my leopard geckos are hard to pick up as well the trick is to put a finger infant of their front feet so if they want to get away they walk on your hand

The oil could be ammonia if you put a piece of paper towel on top of the water it should absorb it

Dude I had almost the same thing happen with my sister's alligator snapping turtle, i parked in my garage and i saw him crawling across the floor, he was sooo tiny too. my sister takes care of him now

Are you going to open your home for a guided tour?...lol. As far as the oil goes, fish put off oil, so it will always be there, if there is too much oil on your surface, that could mean you need to do water changes more often, or you have too many fish in the tank.
