Aha! I was right! I thought they were on the roof of the wonderful Opera House. All that white marble. I have been up there a couple of times, when in Oslo. My hotel was across the road.. the Thon Opera Hotel.
Also, try "Café Sara." Nice bar and restaurant, with reasonable prices... meaning, pretty cheap for Norway!
