The chrome doesn't stick very well without a sticky base. I would suggest either giving them a quick coat of eyelash glue before rubbing the chrome on, or possibly a gel nail polish top coat, and curing it for half the recommended time, rubbing on the chrome, then putting on a thin coat to seal it on there.
Edit: also there is nothing wrong with using a stencil or guide for a pattern.
