Can Anyone Explain why he is checking the time twice in off chain code ( 1- in the where clause, 2- before submitting the transaction)?

Can we get timestamp of utxo which is present in our contract ? because in terms of actually working with time. We cant give deadlines because anyone can prepare a transaction and send to contract with there desired deadline via cli or any other transaction building method. Can we get timestamp of a utxo ?

Nice clarification of the difference between on-chain (validator) validations and off-chain (endpoints) validations... at the beginning of the video I was wondering what was the point of validating two times but I understood at the end of the video...thanks!
