Patrick, I was born and raised in Council Bluffs, Iowa in 1960. Today, for the first time in my life, I saw a Muslim family of four walking down my street! The male was on his Obama phone about 6 feet in front of his hajib hooded wife who was followed closely behind by their two children! My husband and I were shocked! When students get passed up through the grades but have NO skills, and haven't studied, or can't read, etc what happens is that when you get even just a couple of those in a classroom the teacher CANNOT control the classroom. This happens because all the kids that don't know whats even going on will get bored and don't understand anything so they are just sitting there with nothing to do and not doing anything. Because they CAN'T do anything. They don't know what's going on and are lost. So the natural reaction even when not intended is that they are unoccupied and bothering the other students around them non-stop and won't stay quiet.

This makes it teaching HELL for both the students that want to learn and the teacher. And its impossible to control those kinds of classrooms. There is constant disruptions all the time in them.
