On the Draco fact, Voldemort gave him the task to kill dumbledore knowing that if he succeeds, Draco will lose his innocence and split his soul. On the other side of the coin, he also knew that he would kill draco if he was not able to kill Dumbledore. Basically lose lose for draco, luckily he was protected by snape.

Voldemort only tortures someone if he needed some information, preferring to kill his enemies quickly instead. Whereas Bellatrix actually enjoyed torturing others. She's even more worse than Voldemort.
