Do u have to pay interest rate on margin account even if u don’t borrow ?

All this time, (as a novice "trader") I was "mad at Webull " for their restrictions on my small account. Now I see that Webull is limited by the rules AND Webull is low key helping me to learn. (Paper trading is not what I mean). Learning the difference between being a PDT or a frequent options trader (spreads not allowed on Webull) to keep me from blowing up my account and getting discouraged is what I mean.

When weebull says you can only do 3 trades a day for a cash account, does that mean buying shares is 1 trade, selling the shares is 2 trades, and then buying more shares is the 3rd trade? or does buy and sell equal 1 trade? if that makes sense
