fix directx problem (including: riva Required DirectX runtimes are not installed...)

Extract the package and find DXSETUP.EXE. Run the installer and reboot. This should fix the issue.

This no longer works, MS has taken down the webpage. Even their own links point to it, and it is now 404.

I believe this information answers the question why they removed the downloadable stand-alone package.

*Windows 10 and Server 2016 Technical Preview*
DirectX 11.3 and 12 are included with these Windows versions.
Updates will be available through Windows Update. There is *no stand-alone package* for these versions of DirectX.
