Do u have a tutorias to how to shape the hips for a simple dress that is for example if I have a simple macaroni strap top and I want to add a skirt to it to create a dress

Thank you for your tutorial. I have a question. How did you come up with the arm hole measurement where you placed the stitch marker before starting the v in the middle? I have 2 vests to do and I like this idea. And if you want thinner straps, can you decrease on both sides?
