The G7 Leaders' Summit concluded in Hiroshima, Japan, on May 21. Drawing significant attention from the global community, the summit, for the first time, had economic security as its main focus. During the preceding meetings of G7 finance and foreign ministers, key discussions centered around reorganizing supply chains and addressing economic coercion, perceived as directed towards the Chinese Communist Party (CCP). The subsequent series of actions taken by various parties have reignited the already long-standing U.S.-China technology war. The focus of this war has once again intensified around high-end chips.
Japan's move was part of a classified semiconductor agreement reached in Washington on January 27 between the US, Japan, and the Netherlands, aiming to expand semiconductor export control measures against the CCP.
In addition to the ‘classified agreement' reached with Japan and the Netherlands, the United States also proposed in March last year the Chip4 alliance including the US, Japan, Taiwan, and South Korea. On August 8 of last year, South Korea agreed to participate in preliminary discussions, marking the official formation of the chip4 alliance. The external community believes that the underlying intention of chip4 is to leverage the alliance to exclude Mainland China from the global semiconductor supply chain.

The semiconductor export control measures by Chip4 against the CCP will likely cause China's economy back to the level seen four decades ago. There will be a high unemployment rate causing a diaspora of Chinese citizens. Hence, the market leverage of China on products using chips will not adversely affect overall sales worldwide. Added to this is that countries, where manufacturing companies are relocated, will have increased employment rates and thus increased buying capacity of citizens. Another expected effect of restriction of high chip end export to China is the degradation of Chinese war equipment making the CCP think twice before invading Taiwan.

ccp's idea of "investing in chip technology" is buying it outside and copying the designs or reverse-engineer it as best as possible.

China CAN'T RELIABLY MANUFACTURE MEMORY CHIPS below 24 Nm, they just don't have the machinery OR the knowhow, and even their 24 Nm memory chips are not 100% return on manufacture in fact they are lucky if they get 30% out of a wafer.

They need Japan, the Netherlands, Soth Korea & Taiwan if they intend to go below 40 Nm (ish) with any reliability; sure they can invest the Money & the time (brain capacity) to build lithography, and manufacturing machinery ( inc. test, inspection, design etc) but it will take them 10+ years to get sub 10 Nm by which time the Japanese, South Korea, the Netherlands & Taiwan will have moved on CONSIDERABLY perhaps to 1 Nm or sub 1 Nm chip design and manufacture and the associated lithography required.

A point of information - "nm" stands for "nanometer" and is commonly pronounced in the industry as "14 nanometers", for example.
