As for the state of Louisiana it's the world capital as a region of incarnation. with staggering differences between white and black inmates. from new orleans there are 5000 black Americans incarcerated, many in for profit jails built, yes built by sheriffs who legally skim profits on a per inmate basis. No other country in the world has anywhere close to the rate of 1 of 86 people in jail with many serving life without parole for committing three petty crimes. Law Enforcement is the absolute cause of this epidemic of enslavement.
