From his demonstration his ability to manipulate the cryo element, I am guessing that basically every weapon users are technically catalysts who can manipulate their element in any shape or form but under normal circumstances; they just cater it to what makes it easiest and most efficient to use, but if they really wanted to, they could just shoot a ball of one of the 7 elements (depending on what their visions are).
