I think Phelps let him win. Schooling stood to earn several hundred thousand dollars for a gold medal. At this point in his career, Phelps had nothing left to prove and was earning millions in endorsements. I think Michael backed off a little on the last length. The post-race interview didn't see Michael the least bit upset because he didn't care. He had a somewhat mischievous and happy attitude. He deliberately didn't put as much effort into the last length so Joe could win the money.
