Where can I find who determined the 2.5% rate?

Indeed we need to give zakat according to Quranic teachings for the sake of Allah but before than that there has to be a Islamic system of Khilafa, justice and punishments. So we don't need to pay heavy taxes in democratic system and in kingship also, because most often it leads to corruption and injustice in distribution of people's money rather than welfare deeds e.g. No or substandard health and education system. May Allah give us enough wisdom, honesty and knowledge to implement justified system for the distribution of people's collected money.
