By Carceti being vague on “Which car to tow” or “Which playground to fix” and “which Hydrant to stop” The city workers of Baltimore would have no choice but to change, repair, and fix all of it to cover themselves. It’s more than one hydrant to change, more than one car to tow, and more than one playground to fix so to adhere to the bosses demands and protect themselves.... THEY DO THE ENTIRE CITY... GENIUS!!!
