The default steve skin is also embedded withing texture packs. Most pack makers don't worry about it but that, but that particular pack maker (Misa's Realism Pack) also included an HD steve skin. Though I don't know how that got that skin to show in multiplayer, it's the one that shows when you are plying in offline mode.

If you're playing on singleplayer, there are some texture packs that do change the default skin, because your unedited skin is part of the minecraft textures. The reason you think that is most likely because most texture pack makers don't make one.
