Libya talks in Russia: Haftar consulting allies on truce deal

Sporadic fighting has resumed between Libya's warring sides after ceasefire talks stalled in Moscow.
Turkey and Russia brokered the fragile truce over the weekend, but Ankara says it is too early to say the ceasefire has collapsed.
Hopes have now moved to an international summit which will be held in Berlin on Sunday aimed at resolving the conflict.

Al Jazeera's Jamal Elshayyal reports from Ankara.

Haftar is *not* a warlord. Libya, and mainly Tripoli, has been lawless and in a state of chaos with daily crimes including, but not limited to, indiscriminate hostage-takings, kidnappings, indefinite abductions leading to torture and death, turf wars, property theft and seizures, home theft and squatting, abusive checkpoints, inner city explosions, etc. This is due to *countless* self-appointed militias, and gangs, each at war with one other, and each criminally harassing and engaging innocent civilians. These militias, and gangs, are a mixed collection of jobless, power-hungry, sociopaths who are primarily composed of religious extremists, killers, and dysfunctional criminals who were all, once upon a time, in jail during the Qaddafi era for past-crimes they have committed, and are now free to do as they like. They are, and have been, by and large, the most considerable and urgent threat, problem, and complaint issued by Tripoli-locals who have spent years losing their friends and families to large groups of these dysfunctional psychopaths. They exist, and continue to grow, as a consequence to the lack of a police force and Libyan army.

Do you know who has the Libyan army, police force, and the experience of commanding, executing, and governing a civilized, and secured, state that Tripoli is so desperately, and urgently, in need of? Haftar. Do you know who is supplying these deranged militias, extremists, and gangs, with weapons? Turkey.

People must understand that the vast majority of Libyans that you will speak to *want* (read: need) Qaddafi back, because 1 dictator is better than 1000+ dictators (as is currently the case with the 1000+ self-appointed militia, and gang, leaders). This is because Qaddafi is the lesser of the two evils; even if his name is Haftar.
