First of all there is no compulsion to consider phd only qualification on all univerisities of india.. Reservation is playing mazor role here in this regard. Because some of the caste claims different category in state and centre. Some caste claims obc in centre and same castes claims sc/st in state.. On that basis cut off and competition may vary in both national and state level...i.e. There are major competitors from Up and bihar as these states dont have SLET exams and SLET exams are going to worthless


So thats why it is feasible to withdraw category 3 phd only criteria and bring back the system which was earlier maintained.
