Yes it will because when incident ray will come perpendicular on any surface and normal is in between of <i=<r then reflected rays will also go in same direction

In case of reflection the rays will always be in the same medium but in refraction the rays are in different mediums. Refraction occurs when the angle of incidence is narrower and when the ray of incidence get towards the 90 degree the refracted ray becomes totally internal angle.

I think the diagram used for the 2nd law is wrong as the normal isn't actually perpendicular to the plane while it has to be.
