I remember something like this at a bulk barn my family would go to. The difference being that they were hard candy meaning you could build actual models, it was incredible!

There is a knock-off that still exists to this day. They're called 'CandyBlox'. The only difference is that they aren't gummies and instead hard candy. You can still build stuff with them and they taste surprisingly pretty good (except the yellow bricks which are banana flavored)

You could still make legos in the form of Jello, which is incredibly easy to do, even authentic if you have the right mold for the pieces.
