I don't think it is something to apologize for, nor celebrate because of the horrible effects upon civilians.
Japan would not surrender though, there would have been more deaths had they not been used, as the war would have continued. Japan unfortunately started the war, maybe a lesson to be learned there. America lost thousands because of their aggresion.

Considering the millions killed by Japanese in China alone, the high cost of life in taking islands leading the Japan, and the suicides of Saipan (many forced by Japanese soldiers) - the atomic weapons saved more lives than they took. No apology required.

TBH, I don't think he should. It was the only option we had. Japanese Culture is very much staked in honor, and we had to give them a really big wake up call or else they'd just keep coming. It wasn't a good decision, but it also wasn't a bad decision. It just... had to happen.

However, at the same time, it is utter hypocrisy for the US to warn other countries about their nuclear programs.
