When people truly believe they will face punishment if they were to commit a crime then they are far less likely to ever commit a crime.

It's called deterrence, and it works.

The punishment doesn't even have to be hard prison time. Even a few weeks locked up in a county jail enough to deter many petty crimes. We need to consistently arrest and convict those that break the law so would be criminals start to believe they'll get caught.
