Russia has said that it is too working on a broad range of sanctions that would hit the west's most sensitive areas. This came after US President Joe Biden announced a ban on all Russian oil imports.

In 2021 the USA imported in total 8.47 million b/d, about half of it from Canada and exported 8.63 million b/d.
In 2021, Russia exported a little more than 7 MMb/d of oil products, with about 60% going to Europe, 20% to China, and 17% to the Americas. This accounts for 7% of the global supply.
Of that 17%, the U.S. imported 685 Mb/d of crude oil and refined products from Russia last year, including 199 Mb/d of crude oil, 356 Mb/d of “Distillate oil”, followed by gasoline blending components such as topped crude oil, heavy vacuum gasoline and fuel oil (130, 000 Mb/d). This equals less than 10% of Russian exports and less than 8% of US imports.
It appears that the USA just has to pay more and bridge the gap permanently or until the ban is lifted. Valero is being hit the hardest and they have least expensive gas.
Seems like the solution is to increase production in the Gulf of Mexico, get more from Mexico, West Africa, Canada or tap the reserves. All of which will be more expensive than Russian imports excluding accessing our oil reserves.
Add to the fact that only the Gulf Coast gets oil delivered by pipeline from Canada and within the USA. And its the higher quality oil that needs less refining and the refining that's needed is right there on site. The East and West coast gets gas by sea which explains the higher cost not taking into account taxes.
