California has built 22 prisons but just one University of California campus since the 1980s. That’s because harsh and automatic sentencing laws have sent nearly 30,000 people to prison for minor offenses such as drug possession and shoplifting. We spend $62,300 to keep a low-level offender in prison, but just $9,100 per student in our K-12 schools. Does this add up for California? You do the math.
