It's not a dependency on the government, a slight levelling of the playing field is all social principles within a capitalist framework suggest. That's why the nordic countries have the least poverty now, they didn't in the 1950's. Capitalism left unchecked will leave the poor dependent on companies that exploit you because you have no other choice. A work ethic is great but do you deserve to have to work harder than everyone else because you were born poor?
