The Southern Pacific initially used its "fire trains" to combat fires that were started by burning embers emitted by wood-burning steam locomotives traveling in the nearly 30 miles of wooden snow sheds and wood-framed tunnels located along the Donner Pass route from Sacramento to Reno.

Fact is fire trains were designed to protect their equipment and their investment. A couple guys spraying water costs less than burned up power poles and switch buildings.
