From the flutter doctor you can easily determine if the flutter framework is fully operational.

Issues:
1) Android toolchain - develop for Android devices (Android SDK version 32.1.0-rc1)

* cmdline-tools component is missing
Run `path/to/sdkmanager --install "cmdline-tools;latest"`

* Android license status unknown.
Run `flutter doctor --android-licenses` to accept the SDK licenses.

2) Visual Studio - develop for Windows (Visual Studio Community 2022 17.2.2)

* The current Visual Studio installation is incomplete. Please reinstall Visual Studio.

so basically you cannot run vs code for mobile app development without installing android studio. is it not better then to just use android studio than having to install two apps?
