Officially in the show, I just don’t see Salem being ‘evil.’ She is definitely the villain or the antagonist in RWBY, but everything she does has a reason and a motive, which is vengeance toward how the gods treated her and also to Ozma who betrayed her. Other than that, there isn’t any evil motive.

Cinder in the other hand... she’s just a stereotypical antagonist who is simply evil for evil with no motive other than to gain power.

Makes me wonder what kind of a person Salem was back when she was human and before all the horrible things happened. It would be truly sad if she was originally a cheery, funny, warmhearted girl like Ruby or Yang.
