so in nutshell and based on my experience it is default turned on right in the bios and the base clock of your cpu will be get more higher when on high rise of load or workstation that would cause high temps but somewhat good performance but when it is turned off it will stay on the base clock speed of your cpu like mine is i5-9400f which have a base clock of 2.90Ghz and when it turbo mode is turned on it reaches up to 4.20Ghz which is too much when playing only genshin impact and other semi heavy games btw im using a PC not a laptop with intel stock cooler so definitely im always observant on temperatures when gaming and on idle side

I had i5-9400f and when I playing games, its temperature reaches to 85-90 degrees Celsius. Can I turn off the turbo boost and play games more than 30fps?

I also know it is possible to disable turbo boost on Windows itself by using ThrottleStop program.
The same program can be used for undervolting CPU, what I highly recommend, if it is possible.
