If the luthier of the instruments is highly sophisticated and aware of the modes of tanbours maghams, the body geometry and the distances including the overall length of the instrument, only then the real tune of tanbours cannot be captured by a tuning device. It will be always done by ear and usually the 2 first strings are tunes in the range of A 426-432 Hz. But this really depends on the originality of the instrument.

I tuned it naturally do sol (c g) but one octave higher that’s how I like it

and the Tanboor does not use quarter tones right it is fretted chromatically ?

so tanboor is CG and a setar is CGC? What about for the dotars?

Tanbour (or Tamir) is a Kurdish instrument not Persian dear, this has no any place in Persian music, Tanbour is a religious Kurdish instrument of Yarsan community.
