Apollo could form the Hellenic league with Sparta using the join confederation in diplomacy. You can still use some of their unique middle tier units when recruiting in their territory. From a roleplay perspective, you could say that they somehow settled their differences or made a mutual agreement of sorts.

Here's a tip, use your family members to carry out diplomatic missions. It improves relations with the target faction if diplomacy is successful an you also get a reward of a bonus to military or research and even 5000 gold.

I've sent one of my spies into one of my cities which had plague. The spy was then sent into an enemy city and gave them the plague.

You can do area of recruitment units for this mod, meaning that you can conquer the Spartans and still have some Spartan units I believe. It worked for me when I played as Rome.
