You are wrong. The word “and” signifies a decimal point within a number. For example, 440 is pronounced “four hundred forty”, not “four hundred and forty”, which would actually be the number 400.40

Wrong!!! When pronouncing numbers expressed in word form, the word "and" is only used in place of a decimal point! 213 is simply two hundred thirteen, not two hundred and thirteen. However, 213.42 would be pronounced as two hundred thirteen and forty-two hundredths. The word "and" only can go in place of a decimal point when speaking or writing numbers in word form.

One other common mistake people make when pronouncing numbers as words is that there are no such numbers where the quantity of hundreds expressed is greater than nine. Our number system is base 10, so once you reach that tenth value of any column you then have one unit of the next column, not ten of the current. For example, it takes ten 1's to make 10, and then it takes ten 10's to make 100, next ten 100's make 1, 000, and so on. Thus, there are no such numbers as eleven hundred, or twelve hundred, or nineteen hundred, nor twenty-four hundred, nor even ninety-nine hundred. Any quantity of the hundred units over 9 (such as 23 units of one hundred) will create the next higher value (or the next column to the left). Thus, 23 units of one hundred is not twenty-three hundreds, two thousand three hundred (2, 300), each ten of one unit will give you one unit of the next higher unit. Ten units of a hundred is one thousand, so twenty units of a hundred is two thousand, and three units of a hundred is three hundred. Therefore 23 units of a hundred becomes (10 units of 100) + (10 units of 100) + (3 units of 100). Which is (1, 000) + (1, 000) + (300), or 2, 300 which is written as two thousand three hundred. It is not two thousand and three hundred, nor is it twenty-three hundreds. When expressing numbers in words, no value of hundreds is expressed greater than a quantity of 9 units of 100. Once you hit 10 units of 100, you may have the equivalence of having 10 hundreds, but that 10 is not expressed in the same column, for 10 of one column (or units) produces 1 unit of the next higher column (or unit).

Just never use any number greater than 9 in front of the word "hundreds" when expressing a number in word form, and never use the word "and" in the word form of a number unless it is in place of a decimal point!
