There was a female FBI agent, can't remember her name, who was repeatedly hollering to her superiors that flight instructors in Florida & a couple of other states had reported middle eastern men were taking flight instructions, while exhibiting very concerning behavior. The main oddity that stood out was, none of them seemed interested in learning how to *land* a plane safely. Each individual flight instructor expressed concerns that a hijacking was being planned; the lady agent, upon noting multiple, almost identical, reports from multiple flight instructors around the US, put 2+2 together & concluded something VERY BIG was being planned, not just a typical hijacking of one plane. But her superiors didn't agree; they thought she was being a hysterical female & declined to investigate. IIRC this lady agent testified before Congress after 9/11.

And yet, it still happened. Even a flight instructor was too stupid to realize a person telling them that they didn't need to learn how to land.
