Controllable webcams have been a thing since the birth of the internet. Office cams, street cams, etc. were some of the earliest websites. People upload links to the controllable webcam on purpose, they promote and advertise them.

I was alone in a room at a family members house, I was breast feeding my baby. The camera very audibly moved and tilted down to where I was sitting. everyone was outside… it was incredibly scary and I ran out of the room

I remember Google hacks in the mid-2000s to early 2010s where you could search specifically for printers that were accessible, and cameras as well. The cameras that were movable were usually overseas, and it would annoy the heck out of the camera owners, because they wanted it facing a certain direction, usually for a store for security purposes. I remember one store that put up a sign in view of the camera that said "stop moving the camera"
