I have no idea why but pitchers getting caught cheating or batters getting caught is so mesmerizing. When I was growing up I always thought of baseball as this like American past time full of heroes and they would never cheat. When you get older of course you know that’s not true but as a kid this is the unthinkable.

You know how some people boo when one of their players gets ejected for cheating, but cheer when someone from the other team gets ejected for the exact same thing?

The pine tar on the bat one featuring George Brett isn't cheating. It is legal for hitters to use pine tar on the handles of their bats. Yes, there is an official rule in the rule book about how high the pine tar can be on the bat. 18 inches. The rule was instituted in a previous era, its purpose was to keep baseballs from continuously being pine-tarred up, and thus, non-reusable. When the George Brett incident occurred, this was no longer much of an issue as new baseballs were introduced into play much more frequently, regardless of pine tar or no pine tar on them.

It's important to note that the decision to take away Brett's homerun was challenged and overturned, and I believe the Royals wound up winning that game (which was continued on a later date).

There are some that claim pine tar on the barrel of a bat DOES help create more spin on a hit ball as the tar's stickiness allows for a fraction of a second of more contact between ball and bat. How this could be determined scientifically is beyond me.

Anyway, Brett was in technical violation of the rules, but having a bit more pine tar on your bat isn't in the same ballpark and a pitcher applying pine tar to a ball.
