Honestly, the cost to install this system would be prohibitively high so the people who do use mooring couldn’t afford it.

At least on bigger boats the whole idea is for the chain to hold the boat, not the anchor. The anchor only holds the very last bit of chain.
So wouldn't this system be vastly less effective?
Except of course for the "drilling into the sea bed" part, but is this actually without any environmental issues and effective everywhere? (in sand, solid rock, .... sea flores)
