After a couple tries of doing the steps, I ended up being able to move it to a different drive and it worked! Was a little sad that it didn't work because I didn't want to uninstall steam, but I got it! Thanks a lot!

If it still didn't work then just disable all anti-virus applications until you're done with the download. This worked for me, everything else did not.

the "uninstall" was the thing that helped me. Seems that if there's an error when trying to create the files, it doesn't attempt to re-create them during download, and the only fix to get it to recreate them is to uninstall fully (even if it's downloaded nothing) and then re-create.

This probably won't be seen, but my I was trying to move games onto a usb and for anyone else with the same problem, try changing the format of your usb driver. The way I went about it was, Find My Pc, then find your usb then right click the usb, click format, then uner format change from FAT32 (or I'm also assuming that there is a FAT64 as well) to NTFS. It should work after this

was anxious about clearing cache and reinstalling because i had already been installing a game for 3 hours and didnt want to lose any progress, luckily restarting as admin resolved the issue.

Trying out the last step because it’s pausing my downloads every time I try to install garrys mod. It pauses at 1.5GB. Hopefully this helps. HELL YEAH IT WORKED. Thanks for this guide this helped so much. I’m subscribing

One of the problems that causes this problem is that when your CPU is on 100% load. You got to stop using a certain program that eats like 80% of your CPU usage and/or you're playing something else (heavy game) trying to read & write at the same time while your downloading all at the same time.

I just keep clicking the install button and force it to install. This method has worked for me so far.
