Like they already had Black flag. All they had to do is change Edward to a customizable pirate and ability to meet other pirate captains in Nassau. Trade and upgrade ship to a bigger vessel. Like HOOOOW do they screw this simple task is beyond me

The current landscape of "triple A" is dog shit. So, Skull and bones is "quadruple A" because it is beyond dog shit.

Edit: I'm not saying that there aren't any good triple A games anymore. Elden Ring, FF16, Persona 3R, Baldur's Gate 3, Zelda TotK... Hell, even Cyberpunk is a good game now. We're definitely not running short on good triple A titles yet.
But, for all of those games we also have: Redfall, Forespoken, Starfield, Pokemon SV, Halo Infinite, Diablo 4, Lord of the rings Gollum... Hell, even Overwatch is a bad game now. And that shit was Game of the year at one point.
The landscape for triple A gaming is worse than ever. Ubisoft calling Skull and Bones a quadruple A title just proves that "triple A" no longer stands for "high quality", but rather for "expensive game".

Also a lot of 'forced diversity' too, like 50% of crewmates being women, characters being ugly and so on. But people tend to ignore that if the game is generally bad in other ways as well.
