Charter act of 1833 and 1853 remain very short as well as less informative as compared to the charter act of 1813

Charter Act of 1853 - Of the 6 new legislative members of the council, 4 were appointed by the local governments of Madras, Bombay, Bengal and Agra.
They needn't be and were not Indian.

Indians started entering the leg council with Indian Council Act of 1861 where the Viceroy nominated 3 Indians to the leg council - the raja of benares, the maharaja of patiala and sir dinakar rao .
