I remember seeing a fanart image of Bowser forcing Mario to choose over saving Luigi or Peach. I'd say that he'd choose Luigi. It's true that Mario dose love Peach with how many times he saved her through out the games but his bond with Luigi goes much deeper than his bond with Peach.
