NO one thought she would capture the top plum. I had her in my Top20 however she peaked at the right time, just right after the closed door interviews and the prelims. She was the true darkhorse. The frontrunners for the Top5 for me was Bacoor, Iloilo, Quezon Prov, Taguig, and Baguio. Completing my Top10 were Cainta, Cebu, Laguna, Palawan, and Pampanga. As for my remainining Top20: Australia, Hawaii, Leyte, Bulacan, Northern California, United Kingdom, Zambales, Camiguin, Southern California, & Talisay. Two days prior to the finale which was the preliminaries, Chelsea moved up to Top10 for me. Then come finals she swallowed them all with her performance especially during the evening gown segment which she looked like more than just a million bucks. That gown by Mannie Halasan, the pasarela plus her interviews sealed the deal of her winning the MUPH crown.
