Ausztrália londoni nagykövete szerint a La Manche csatornán átkelő menekültek hullámai még mindig komoly kihívást jelentenek Londonnak, de Downer szerint ezt könnyen lehetne orvosolni, ha megváltoztatnák azokat a törvényeket, amelyeket ösztönzően hatnak az embercsempészetre.
