If the source material was canon I'd say yes. If tailed beast are just natural manifestations of chakra, than it's possible for something to have 0 tails and be considered a tailed beast.

I wouldn't say zero tails has the most chakra, it just has a way to mostly regenerate any used chakra while fighting effectively wearing down the opponents instead of battling against it. Let's say the zero tails have a pool of 100 chakra and 9 tails has a pool of 1000 chakra. Despite having the most chakra and can output a greater volume, he will eventually run out but the zero tails wouldn't. So the better question in my opinion would be what tailed beast can regen the most chakra faster.

Well it actually had a limit as seen in the movie naruto pumped his 9 tails Chakra into the zero tails and it over loaded it couldn't take the amount of Chakra it was receiving
